SC Property Taxes: How to Change Your Home from 6% to 4% in Berkeley County

SC Property Taxes: How to Change Your Home from 6% to 4% in Berkeley County

Is Your Primary Home Being Taxed at 6% Instead of 4%? You Could Be Paying Too Much!

Part 3 of 3 | Your South Carolina Property Tax Guide

Imagine opening your property tax bill and discovering you've been paying more than you should simply because your home isn't classified correctly.

It happens, particularly when someone purchases a home and doesn't realize they need to apply for South Carolina's 4% Legal Residence assessment.

If you own and occupy your home as your primary residence, this is something you absolutely want to understand.

What's the Difference Between 4% and 6%?

In South Carolina, qualifying owner-occupied primary residences generally receive a 4% assessment ratio, while many other properties are assessed at 6%.

Here's an example using a home valued at $350,000:

At 4%, the assessed value would be $14,000.

At 6%, the assessed value would be $21,000.

That's a $7,000 difference in assessed value before the applicable millage and exemptions are considered.

And here's something else worth knowing: qualifying legal residences also receive additional school operating tax relief, which can make the overall tax difference greater than the assessment-ratio comparison alone suggests.

The actual savings depend on your property, tax district, exemptions, and applicable millage rates.

Does the 4% Rate Happen Automatically?

No. Don't assume that purchasing a home and moving into it automatically changes the property tax classification.

To receive the 4% Legal Residence assessment, qualifying homeowners must apply and provide the required documentation.

This is especially important if you've recently purchased a home, inherited property, or made changes to your deed.

How Do You Apply in Berkeley County?

The application is handled through the Berkeley County Real Property Services office.

You can start online through the county's resident portal:

https://portal.berkeleycountysc.gov/

You'll need to create an account and submit the required application and supporting documentation.

The county may require proof of ownership, residency, and other information establishing that the property is your legal residence.

Berkeley County Real Property Services can be reached at 843-719-4061.

What If Your Tax Bill Already Shows 6%?

First, don't panic—but don't ignore it, either.

If this is your qualifying primary residence, contact Berkeley County Real Property Services and ask about correcting the assessment classification.

Review the county's application requirements, provide the necessary documentation, and ask whether your current tax bill can be adjusted.

The county's published guidance for the prior tax year identified January 15 as an important application deadline. Because deadlines and eligibility depend on the tax year and your circumstances, confirm the applicable deadline for your 2026 taxes directly with the county.

If your taxes are paid through mortgage escrow, notify your mortgage servicer when an adjustment is approved so your escrow account can be reviewed.

Can You Receive a Refund for Previous Years?

Possibly, depending on your eligibility, filing history, and the applicable statutory rules.

If you believe your property was incorrectly assessed in a prior year, ask Berkeley County Real Property Services whether a prior-year correction or refund may be available.

Don't assume a refund is automatic or that every prior year can be corrected.

Remember: 4% and Homestead Are Different Benefits

This is one of the biggest misconceptions I hear.

The 4% Legal Residence assessment generally applies to qualifying primary residences, regardless of whether the owner is 35 or 75.

The Homestead Exemption is an additional benefit available to homeowners who meet specific age, disability, or blindness requirements.

Depending on your circumstances, you may qualify for both.

Your Property Tax Bill Deserves a Second Look

Whether you've owned your home for 20 years or purchased it last month, take a moment to verify that your primary residence is receiving the correct assessment.

A little research now could potentially save you money for years to come.

That's what this three-part series is all about: helping homeowners understand their property taxes, know their options, and make informed decisions.

From the Lakes to the Lowcountry, helping homeowners understand their homes is part of what I do.
